Google gets a lot of their data from scanning your emails, so I doubt that.

Google is doing this because this is how they operate. They are constantly shuffling in and out competing versions of the same products instead of taking the one product they already make in an area and improving it. They must pretty regularly cycle through the people in charge of these areas to produce the lack of coherent vision and development anarchy that seems to be in place.
