A VPN can be used so cox will not throttle your downloading/Netflix, etc
Your ISP can't see what you're doing when you use a VPN, so they can't throttle based on what websites you visit.
However, they can throttle everything going through a VPN.

now we have apple music, google play, spotify, pandora and even a couple of FLAC-based streaming services. none of that would exist without people forcing the RIAA to change their business models.

They've pretty much allowed their interest in land based ISP (fiber) to stagnate. But I think that's because they are looking forward to something else...
They are dumping tons of money and manpower in research and investments of the low earth orbit satellite service (LEO). The problem with current satellite ISPs is the huge lag time and almost nonexistent uploads because of the distance from earth those satellites have to be placed. But the LEO tech uses many more smaller units placed much closer to earth and promises to have comparable ping times to current land based services with bandwidths exceeding what is currently available to the consumer (10-40Gbs down and up).
This would be a game changer - anywhere internet, crazy speeds, and a serious ability for them to sell some of that bandwidth to cellphone companies.

Why should Cox get to penalize me because I don't want all of their services? TV streaming probably isn't gonna put me over the limit but my security system might. Are you saying I should be forced to use Cox's services?

Cox is fricking terrible. Worst internet connection I've ever had in my life and I'm stuck with them. They don't care how bad your service is

it chaps my arse to no end when i'm casting watchespn to the tv in my game room that i'm burning data even though i get espn through...comcast.
i just have to go and sit in the living room and watch it there like a good little comcast customer or pay for a $10 box and fricking ugly cable holes in the walls in every room in my house.

Yep. I just checked out my daily usage from last month. When My kids are with me and we're streaming 2+TVs and they're playing online games on Ipads and another TV via Xbox, we easily hit 50-60gb in a day.
We used 24 just yesterday with no kids but watched the game and fell asleep to Hulu.
This is bullshite.

I'm surprised all companies haven't stopped password sharing it wouldn't be hard to do and would probably prevent data capping.

False. two HD streams that you fall asleep to(My gf and I to Murder Shows and kids to a Netflix Movie in their room) will reach 20gb easily.
So if you like to fall asleep to a 'tv on' then this is bad. If you have a family who does this, it's EASY to go over 1024gb.

As fricked up as this, short of having like 4 kids who stream morning, noon and night, no one should even come close to 1,024 GBs in a month. shite, I am on my phone 24/7 and that barely hits 17gb.
