They already had a good idea if Messi was going to happen after they had already agreed to all pay his wages which is an issue already

No way. Saudi can't even grab up all the aging stars with ridiculous salaries. Even with relatively close salaries they will opt for Europe because it's where they will further their career.
And Mexico discourages their players from going to Europe, it's not just the money. It's corruption.

Many go over. Most flame out and then don’t even play domestically after. I know this is a crazy concept for you but for some MLS is a decent springboard to Europe after getting consistent playtime as a young player.
