The German clubs would have to avoid Bayern and I'm sure there were some other rules. Maybe they make Gent avoid PSV or some other rules that make two neighboring countries avoid each other to maximize TV.

It seemed like Pot 4 the last 3-4 teams only had one group they could go to, and it seemed rather arbitrary. Even Maccabi Tel Aviv only had 1 group.
Edit: Guys. I know teams from the same country can't play one another. The situations I'm talking about have nothing to do with that.

I wasn't paying attention towards the end, but maybe Maccabi Tel Aviv could only go to one group due to other clubs' restrictions. There were 5 La Liga teams this year so that probably made it trickier, too. I was able to find the UEFA rules book and they didn't really provide much detail.
