It’s a harsh red but I can see why it was given.
The Welsh defender makes no effort to play the ball, so it can be sold as endangering the safety of the opponent. Plus, with the score the way it was at the time, the German referee showed some good game management as well. If he doesn’t deal harshly with plays like that, you’re asking for a mass confrontation and more plays like that.
In a 1-0 or tied match, it’s not a red. It’s an orange foul; either color card can be sold for me.
