Ok here is a little insight from someone who spent time behind enemy lines.
Yes he played on the reserve side and could easily could have been loaned out in the 2nd division.
Everyone needs to understand the German mindset when it comes to soccer. They feel if you have any german blood or born there it's your obligation to play for the Bund when called upon. Germany was all over Green from the start but Klins knows this and this move was to claim him before Germany could. Lots of times these players get capped by Germany who could have played elsewhere and then are stuck. They try lock down all potential talent and keep it away from others even if they have no intention of using them in the national team.

i think the "germany caps everybody even if they don't want you" argument is how jurgen gets so many germanicans

It exactly how he does it, he is like hey lets be real about your chances for playing for Germany before they cap you twice for the national team and never again. They do it with Turks, Polish etc.
