They have never had a massive following
They averaged almost 30k in attendance when they were in the third tier over 2 decades ago. That number alone would put them almost mid-table in the Premier League today. The only other teams I can think of who've averaged that many fans in that low of a league are Leeds and Sunderland, all of whom are clubs with large followings. Even well supported clubs like Nottingham Forest, Portsmouth, Sheffield Wednesday and Sheffield United didn't get those numbers. There are 92 teams in the Premier League and the other three tiers of the EFL. City are in the Top 10 in terms of attendance. Relative to almost every other football club in England save for a handful or so, they have a massive following.

I've seen this posted before and this game has taken on almost laughable mythological status.
Gillingham and Wigan played the next season and they had almost 55k fans in the stands. It is what should be expected to happen when the 2nd largest metropolitan area sends a team to a championship.

The year before, the same match with City had 21k more fans. The most fans ever to watch a 3rd tier playoff final.

Lol. Wigan is also in Greater Manchester, so why weren't there 76k fans there the next year? It's because City had an extra 20k fans in attendance than your average 3rd division club.

City also can’t fill their end at Wembly on the regular
Small fan base, loyal but small in relative terms for a club that has shot to the level they are at now

You're missing my point, and to compare City to an average 3rd Division club, even at that time, when you are drawing from that pool of population that size to me makes drawing just 20k more than Wigan even less impressive.

This is all you need to know. They had to hang a tarp over seats because they couldn't sell their allotment. Just because you can regularly fill a stadium with more fans than a mid-table EPL club does not make you a big club.

Wigan is a rugby town. I'm not sure why it's being used as a benchmark by SC.
