You are given the opportunity to make 5 changes to transform American government

What would they be?
My 5 in no order:
1 - Elimination of most, maybe all Federal Departments starting with Education
2 - Only taxpayers are allowed to vote in Federal elections
3 - Repeal of the National Firearms Act, which would make it much easier to produce and buy machine guns and silencers
4 - Supreme Court is set at an even number of Justices
5 - Repeal of 17th Amendment so that Senators resume being appointed by the States

1 - Federal taxes will not be collected via paychecks. You will be sent a bill for what you owe on Jan 1st, it is due by Jan 15th. No exceptions. Not paying results in jail.
This is the only one I need. Americans don’t save and the shock of having to write a check for even 1000 would send the vast majority over the edge and demanding spending cuts.

1) Term Limits
2) Stripping The Rights away from welfare recipients and giving them a coach to get their life in order. Also not allowed to have kids without receiving a vasectomy/tube tying on the tax payer after giving birth to a kid.
3) Limit campaign funds per person and company to $5,000. Also it’s 100% illegal for foreigners to contribute to campaigns, and both the foreigner and candidate (if candidate knows) will be thrown in jail for it and pay massive fines.
4) Cut the military budget in half
5) End the War on Drugs

1) Bring all troops engaged in conflicts abroad home.
2) Require a warrant to be obtained in a court of public record in all instances of domestic surveillance.
3) Federal Balanced Budget Amendment that prevents us from accruing any more debt.
4) Repeal the 17th Amendment.

I think a more centrally located *capital would better represent the entire country opposed to the east coast bias it currently has.

Every person elected to a national office or appointed to a high-ranking position (cabinet, federal courts, etc.) and serving more than one term undergoes a financial audit entering and leaving office. Maybe this will prevent career politicians from becoming multiple-millionaires.

#2 sounds too harsh to me, especially the tube-cutting part.
But I'm with you on the others.

1- go to FairTax with companion abolition of 16th Amendment

3 - reduce and streamline military spending. I would like the same bang for less tax payer buck

1) Eliminate pretty much all federal departments. Destroy the centralized state.
2) Term limits on all congressmen and federal judges including SCOTUS. And kill the 17th amendment.
3) Eliminate income tax. One flat tax at like 15%. Corporate income tax is like 20%.
4) Drastically slash all entitlements. Drug screens and must have a job within one year of going on welfare if you’re capable of working, or you have to pay the government back plus interest. And no felonies.
5) No amnesty, no citizenship, no anchor babies, no chain migration, no more visa lottery and the Wall gets built. With snipers at 500 yard intervals.
