I'm 100% sure you don't understand the context of the word.
So to take your example the advisory position isn't someone reporting to the person playing and charged with with a role in the setup of the game. Where this is different is doge is a part of our governments executive branch not some advisory group Jamie dimon sits on that tells us to tax banks less please.
Doge is acting on behalf of the administration when it tells other pieces what to cut. They're not an advisory board but a government agency....
