Well, let's analyze what a "smear" is... by definition:
So, if Joe Biden is sitting upon a massive pile of bull shite and the media is completely ignoring it, it's just the norm.
But along comes someone to glove up and dig into that shite and start rubbing it all over Biden for the whole world to see.
If we want to describe this scenario as a "smear campaign" by this definition, then I cannot deny its authenticity.

We should all be very careful. As it is being said Mnuchin is CCP. So we can't believe the GOPe, The DNC, The media. So what is CCP info. and what is not?

I have participated in several smear campaigns.
One was when my buddy’s wife tried to shoot and kill him. I smeared the frick out of her reputation.
Sometimes smear campaigns are warranted. Like when a coke-addled loser bang their dead brother’s wife, FaceTime underage girls naked, trade government lobbying favors for cash and impregnate a stripper.
