With whom is Trump negotiating?

Who is calling the shots in Iran? Is it their chief supreme aloha snackbar leader? Is it the IRGC? Their President? Or is all this latest news of a "deal" just a tool to cause jealousy, dissent, and confusion among the Iranian ruling elite, whoever it is?

I think he's just lying at this point. For a while, I followed Drop Site because they are pretty in tune with the Iran side. Their explanation a couple of months ago was that something gets lost in translation with the mediators. I think they don't even say that now.
