Another question one could ask is why wasn’t the investigation run from a FBI field office in the DC area? This team of investigators was basically a Trump hit squad formed by Swampers with the sole intention of removing Trump from office.

This is the actual answer. If you know anything about federal organizations, there are the 99% of agents out in the field doing the vast majority of the work. Then there are the 1% of people up at HQ patting each other on the back and blowing each other under the desk that handle stuff like these cases. The most fun is at the end of the year when cash bonuses for exceptional performance are awarded and you see guys at HQ writing each other up for bonuses for "overseeing" the work of guys in the field. Good times.
