It's not just the payroll, it's all of the other money these various bureaucracies dole out and the over-reaching regulations they write into law. The thinning of the herd is just step one. This is just the tip of the iceberg.

Social Security is still funded by itself and has not caused any of the current deficit. It is expected to run out of money in the future but not yet.
