Primarily "emporer" Haile Selassie.
He was completely out of touch.
Then he pissed off the Eritreans and they rebelled.
Which pissed off much of his army which he then exiled his best administrator to placate the army.
Because of that he formed the Derg, which was an elite military unit with absolutely nothing to do. Who, being bored, turned on him and added to the military defections.
Then.... Nixon shut down the listening station at Kagnew at the same time a massive drought hit the NE. To make matters worse it was discovered as people were starving Ethiopia was still exporting grain.
So now the US is pulling back on aid so he visited the USSR, Cuba, and China. Which pissed us off.
Then the 4th army, their best, trained by us, joined the mutineers because of the relationship with the communists and the mutiny turned into a coup.
So then the somali's, supported by China (and partially USSR) invaded from the east because the military wanted to reestablish ties with us.

The same reason Sudan, South Sudan, Congo, Liberia, Sierra Leone, and about 10 others are essentially failed states. Lack of infrastructure, conflict, ineffective government leaders, no real tax base, etc

The Average IQ of Somalia is 68. That means the average population is mildly retarded. No country could overcome that if that is thier average.
