Mueller and his cronies have a history of using shady tactics to railroad the "subjects" of their investigations. From Martha Stewart to Hatfield and the anthrax investigation, Mueller, Comey, et al have botched everything they touch.

Mueller didn't take down shite. Gotti was a two bit hood with an over inflated ego and a big mouth.
The bugs placed inside the apartment above the Ravenite social club were Gotti's undoing.
Mueller couldn't hold Giuliani's jock strap when it comes to mob convictions. Giuliani's commission case broke the back of Cosa Nostra. Hell, it indirectly led to Gotti since the indictment of Castellano is a major reason Gotti decided to whack him.

Gravano only flipped because Gotti was going to have him killed. Mueller failed to flip him until his life was at risk.
