I would say not. What is the coherent end point of this war on terror? What even is a "war on terror"? We don't even know our enemies anymore and half the time we are the ones arming and training them.

I share the bolded sentiment to a certain extent. If there was one thing Saddam wasn't going to tolerate it was unpredictable religious fanatics from out of town loitering in his country. And he had a slightly different way of handling them, I'm sure.

Thus, I admire GHWB's decision to allow Saddam to hobble back to Baghdad, while GWB's effort was, IMO, ill-conceived.
