The people or entities that need to spend it. There is a mountainous bureaucracy that is just bloated and in the way. It’s unsustainable to continue the current process.

This is exactly my point! How fricking ridiculous is the entire process of appropriating in modern spending? It’s a drag on everything. Do away with it!

In theory, giving the power to Congress is a good thing since they directly represent the people. In reality, they stopped representing us decades ago (at best) and now serve the highest bidders.

Yea you aren’t thinking this through. No matter what words you use, someone somewhere will always have to actually authorize and spend the money. Who decides in your new reality?

Handing blank checks to unelected piss goblins that are never held accountable.. that WOULD be a more efficient way to bankrupt the nation.

What's missing from our system isn't efficiency, it's not supposed to be efficient. What's missing is honesty, transparency and voters that pay attention and hold the House accountable.

Thats the problem. Some random frick in State would happily write a $2B check to Equidor. At least now it is some minor hassle to launder American taxpayer money.

That their citizens' money is being spent wisely. If a President didn't need to go through Congress, he could tax everyone, then just spend the money in the states necessary for his re-election. Basically, CA, TX, NY, and FL would run the entire country. What you're suggesting could never happen. The smaller states would never vote to change the Constitution against their own interests.
