The actual reasons are myriad.
The historical reason is a collective "we fricked up" from the UK and USA when France (fricked up right? Northern Europe was all frick you Nazis. France was all we can fit more on the trains, please, thank you.) and Germany went slash and burn on them and everyone turned them away.
Then they were an easy way to snatch Soviet tech and defectors.
The modern reason is friendliest allied black site and an easy testing ground for weapon systems.
So we've created a feedback loop of money for weapons, weapons for money.

Saddam was financing suicide bombers in Israel. This was a very difficult problem to deal with; the Israelis couldn't solve it.

Actually no. Sadham was financing any terrorist bombing in other countries. It seems kind of pathetic to have such selective focus regarding a global topic such as terrorism.

What is wrong with that position. The Palestinian Authority has had multiple opportunities to come to the table and agree to a two state solution. Unless they agree to a binding peace agreement there is no point in negotiationg on settlements. In fact, I would go so far as to say the PalestInans lack of willingness simply encourages Israel Gibbs more aggressive with the settlement building! Why should they stop building if the Palestinanans refuse to make peace and agree to an order?

Soliciting Murder?
In the two years of the renewed Israeli-Palestinian conflict, Iraq has given Palestinian families more than $10 million, all according to a well-known scale. Families of suicide bombers get $25,000 each and families of those killed in confrontations with Israel get $10,000. Those who houses are destroyed by the Israeli military get $5,000 and those wounded by Israelis get $1,000.
President Bush says the money rewards and solicits murder. An official of the charity that distributes the money says it symbolizes solidarity between Iraqis and Palestinians — both, he says, targets of American aggression.
"The same weapons that are targeting Iraq are targeting Palestinians," says Abu Samir of the Arabic Liberation Front. "We are in the same bunker."
The group also distributes food from Iraq, and uses Iraqi funds to run hospitals and provide scholarships to Iraqi schools.
Saddam is very popular among many Palestinians because of his active support of the Palestinian cause and his missile attacks on Israel during the Gulf War.
After the ceremony, Mahdi thanked the Iraqi leader. "He is the only one who understands our situation — he's suffering the same tragedy," she says."
