Can an investigation be launched to find out how the shooter was radicalized? Investigate his church, his pastor, his family and why they failed to report his radicalized and extremist tendencies. His family should be deported.

Don't use terrorism as a meaningless buzzword. It has a definition. And we are not sure if this situation fits that definition.
