No, it's humor. I know that Ukraine droning Russian refineries (Europe's gas station) have a massive impact on diesel and refined supply globally. I'm making fun of the dumbshits that don't know that, in addition to those that think we just started this war. They are the same NPCs.

Because Trump bought into the “Iran is weeks away from Nuclear Weapons” for 30 years now. Btw, if there were no war in Iran and no invasion of Ukraine by Russia, O&G prices would be very affordable for the citizens of the US. Take that how you will…

The latter part of your statement is obvious
That said, there were probably some things that the United States could have done during the Biden administration to help avert the Russia/Ukraine conflict.
But as far as high fuel prices Putin and Trump own most of the blame. It is what it is.
