Why are we allowing any flights from Africa to land in the USA?

Africa is a huge continent and is anomalous in that they don't travel as much between countries as you might think. It's so large that banning flights from Senegal because of an outbreak in Uganda would make as much sense as banning flights from Paris because of an outbreak in Tehran.
