I don’t believe any country in Africa is developing. Some may go through phases where they are more tolerable than others, but they don’t last long.

Basically. Using the term "developing " implies that those countries will eventually stop being a shithole.

Correct. It’s a catch-all for the shithole countries.

Ethiopia is one of the oldest countries in the world (founded in 980 BC), and is still a shithole.

That’s mostly due to the Communist Zerg regime that ruled there for 20 or 30 years up until very recently. Their economy is now exploding as capitalism has deposed the soviet backed despots.
When you look at countries that are shitholes, the reason why is typically decades of communism or civil war between factions including a communist militant group. If you look at countries that are regressing, it is because of their embrace of increased socialization and communist policies. The nations that are progressing are those that are increasingly abandoning communist ideas and embracing more and more market-based initiatives.
