Because no one wants to be the one to admit that the only way to bring any sort of semblance of peace is to invite the people we've been trying to kill to the negotiation table as a political party

I was a soldier and I served in Afghanistan and Iraq. What needs to happen is bring the Taliban to the table as a legitimate political party. Considering the other political powers in the region they are actually pretty moderate. We accomplished our initial goal of dismantling terror networks operating from there long ago.
