Only if invited by the state.
I'm pretty sure that this was a set of changes directly tied to Reconstruction, when the US military had South Carolina, Louisiana, and another state under occupation until at least 1877.

Mr. "I think the police acted stupidly" has a habit of commenting on stuff he knows nothing about and making knee-jerk reactions. His reflex will be to blame the cops.
