I don't know why the republicans aren't hammering this point home. They keep trying to differentiate between what Biden did and what Trump did by saying Biden did it in accordance with US foreign policy and Trump did it not in accordance with US foreign policy...but if the President sets US foreign policy, then it is by definition in accordance with US foreign policy. Right?

Technically, the voters of the winning Presidential candidate approve the foreign policy platform, and the President implements that mandate.

I can’t believe no one is calling this out.
They should say, “if in the middle of a meeting, the president decided to completely ditch existing policy and make up a new policy and direction on the spot - would it be within his power to do so?”

I can assure you Trump knew of it though. How would one square that with any argument that Trump was prepared to indefinitely withhold the aid while also being unprepared to present an argument as to why.

But that is not what Mr. Goldman and Nadler are arguing.
The Ukraine got their aid. IN TIME. According to Congress.
The Impoiundment Act does not apply.
They are just mad because Trump bought Javelins from Raytheon. Trump spent the money before the bureaucrats in the US embassy in Ukraine could spend it on their NGO buddies. That's why they are mad.

Because normal channels are corrupt.
Normal corrupt channel:
Tax Payer>Ukraine Foreign Aid>US Embassy in Ukraine>Payments to the Atlantic Council and other NGOs>Payments to DC politicians
Proper channel:
Tax Payer>Ukraine Foreign Aid>Raytheon for Ukrainian Javelins
DC is pissed Trump went through the proper channel. It was supposed to be their money.
