Yes it does. That's why Dems always push for late closing times in urban districts. The perps can vote multiple times but they can only check off one spot in the registrar's book.
So, the fraud occurs when it's late and the desk knows who is not showing up.
It goes like this:
Dem with the book: 'Name?'
Fraudster: 'Who hasn't voted.'
Dem with the book: 'Uh, let's see. Johnny James.'
Fraudster: 'I'm Johnny James.'
Dem with the book: 'Go right in.'
This is how so many Dem districts have 100% voter turnout. It's millions of voters.

I still think it’s amazing how the one time the GOP candidate used law enforcement to visit precincts prior to the election and talked tough about challenging the legitimacy of the election is also the one time that turnout was more believable in Milwaukee, Detroit, Philly, and Cleveland.
No longer 100% turnout in all black Philly precincts. Their attempt to fix the vote in Atlanta didn’t turn out either.

Too bad every state doesn't have voter ID laws or if they do they are laws that don't work .
Do you acknowledge that in states like California an illegal alien can get an ID that is no different than one a citizen can get, and that they can register to vote and vote with said ID because there are no checks to make sure it doesn't happen, it's just all based on honor. you say you're a citizen, good enough.
