That is decidedly racist. The racism is right there in the stated purpose of the policy--to effect demographic change. That means the policy's purpose is to favor an "ideal" racial makeup of the country. That is obviously discriminatory.

If you disagree, I'd love to hear what policy you'd propose to effect this change without being racially discriminatory.

Yes, I think so. Imagine there is a country that is composed of historically separate nations (like the Austro-Hungarian Empire). It was a Yugoslav nationalist who assassinated Archduke Ferdinand. He was a nationalist, but he was not a patriot of Austria-Hungary, obviously.

In the US, I'm not sure. I guess you could be a nationalist who wants to overthrow the government for some reason. That would be unpatriotic nationalism.

"White nationalism" carries the racist connotation of one who believes in the supremacy of the white race.

This is different than being a nationalist who is white.
