My problem is that only 5-15% of kids in the program benefit from it.

That's a pretty big problem.

Wouldn't you want 50% of kids at least benefiting?

I can only speak for my foster children, every one of them greatly benefitted from the program. And to be clear, I’m not a low income person looking for a handout, I do very well for myself and if I had a biological kid, I wouldn’t be eligible for this program

Low,income folks are going to get free daycare care no matter what, at least with Head Start their is a curriculum they are following

About 5% so they aren’t taking up many slots
