I'm against firing people for mere accusations, generally

But I'm also against any bright line rule that criminal charges are required to fire someone for moral misconduct, particularly in government

According to the Left, before cigargate, it was de facto sexual harassment because she was 20 years old and Clinton was her boss. Doesn't matter if she wanted to do it or not. After the deets came out, the Left decided it wasn't an issue after all.
