White Female Prosecutor Won't Prosecute Firearm Felonies; Too Many Blacks Break Law

So is she attempting to claim that the 14% is not really committing 80% of the weapons crimes, but instead are charged at rate more than 5x they should be because of racism?
Or is it more likely that the 14% do commit 80% of the weapons crimes?
I think I’ll go watch some reruns from last summer to try and make sense of this mystery.
