As referenced in the film, there had been death squads in places like Brazil before this which were listed as inspirations.
That being said, the death squad angle was pushed in the sequel because too many lefties whined about Scorpio being a hippy and how a brutal cop was pushed as a hero by the first film.

And there is a possibility that "cop" was denied a promotion or something else, paid by lawyers to "blow the whistle", and his white knight moment is nothing more than sour grapes...

Watch Star Chamber some time. Members of the justice system band together and hold trials and then deliver death sentence for worst of the worst scum who escape prosecution due to political influence or technicalities. I would never advocate such a thing but it was satisfying to watch.

This dude obviously has an agenda or has something against one of the persons he calls a "gang member." He even admits HE calls them a gang, most likely nobody else. More likely, the crime is so bad there are several deputies that have had to kill someone and they are linked by those experiences. He doesn't mention how the name "Executioners" came up and he could very well be exaggerating or making shite up in his head.
Can someone look up how many officer-involved shooting deaths there have been over the last ten years and their circumstances? Would be interesting to see.

No it is way more likely they are going around, abusing power, and finding/creating opportunities to beat the shite out of and kill people. It's what the community has complained about for decades. Please see reality for what it is plainly showing itself to be.

Riiiight....cops wake up and decide to kill black people knowing it brings upon internal and external investigations, public pressure, and criminal prosecution to be a part of a "gang" that everyone knows about but nobody has mentioned previously, even the liberals in the department and I'm sure there are many out there. I look at it as a Mothers Against Drunk Driving group who are all bonded by experiences and this guy has something against them for some reason. We've seen liberals completely fabricate stories to push an agenda and this could be another. Definitely need more facts and details then they all have matching tattoos and they celebrate that they got out of a deadly force encounter alive.
Was this guy offered to join the gang? How does he know they go out to kill blacks if not? Doesn't sound very gang-link to be spreading your secrets to non-gang members. More likely he is projecting.
