that was a deposition taken in the course of a civil law suit filled against the sheriffs department by a group of family's suing the department for wrongful death and excessive use of force.
that wasn't a deposition taken in an internal department investigation it should be viewed in a adversarial light and seen for what it is.
a deposition in a civil law suite were the party's are seeking damages.

Every profession has its share of scumbags. A percentage of the general population is made up of awful people so inevitably every profession is going to have some of those people that are crooked or cut corners and put others at risk.
Nobody is pretending bad cops don't exist but one bad cop does not mean they are all bad. The problem, is that is the narrative that BLM supporters and Democrat politicians are pushing. They say all police need to change and need to be defunded because of an incident here and there. But people in medicine kill 250 times more people every year and nobody demands changes to how medicine is practiced.

Nope. Never heard of that. I've certainly seen movies that have portrayed such (I'm thinking Dirty Harry and the like), but I've never heard of actual police forces like this.
