If by “stuff” you mean “cash”, it went into the hands of American politicians in both parties, and to companies with Defense contracts.
It was going there anyway, just like the Green New Deal.

A few are still doing tours but not many. Most of the men from the rich nations have gone home. They are now mostly using mercenaries from South America who need the money and have the grit.
