They are waiting it out. The shite bureaucrats are just bit complying with anything at all.
Though I do feel like he is exposing the cancerous stuff and just doesn’t have the tools to get rid of it. It’s crazy we see it he sees it and there it’s nothing that he can do about it bc he doesn’t have all the power, he can out magnifying glasses on it and that’s good. Just crazy the checks and balances are so completely out of wack that the things that need to get done are impossible with the crazies inserted at every single fricking level four the last 20+ years

They are scrambling to cover up their misdeeds. They didn’t expect Trump to win, and then they didn’t expect him to go so hard at government corruption/misuse/abuse. Right now they are in defense mode, don’t let them up.
