When can "people of color" be racist?

There has been a concerted effort by those on the left to try to redefine racism to include a "power" component. The claim is that people of color can't be racist because they lack power.

What level of power does this apply to? Take any of the many majority black cities in the US whose government is also majority black. Can the people of those cities be racist? What about when the most powerful man in the world was black? What about people of color in other countries? Can they be racist?

Had this debate with a friend of mine. To spare everyone the details, he ended up conceding that, while they can’t be racist, people of color can be guilty of discrimination. I told him it was a distinction without a difference and that people should stop playing bullshite semantic games

There is a power component in racism but it is not the only component, that is too simple and naive unless one has another agenda, which some do

There's individual racism and then more systemic societal/institutional racism. Any one person can be a racist simply by believing one particular race is inherently superior to another on that basis alone. You can however make a logically consistent argument that racism on a macro level requires the power component and thus would apply only to a power group trying to maintain a system of racial oppression.

Now in 2018 you'll have a hard time arguing that America is still actively pursuing racist ends on a societal level. Racism still exists to some degree on an institutional level but generally as a remnant or consequence of our past.

I mean, some black people are racists. There are racists within every group of people. Racism is largely a product of the environment you were raised in.

Meh, some are for sure. Not all, though. However, if you venture into an all black neighborhood as a white dude, you will get some "looks." Some of them don't trust us honkeys. But most of them won't care unless you're wearing a blue uniform.
