What's the solution to the homeless problem in America? I.e. San Francisco's Laws

If you're unfamiliar, here's a link to help you better familiarize yourself with the topic.
San Francisco or Mumbai
I've come across several points of contention I'd like to discuss because it seems like there's so many circular arguments being made, and ultimately ineffective solutions at helping/improving the lives of homeless people being implemented.
1.a Rights of private business's to discriminate against who uses their facilities vs "where else are they supposed to go".
1.b Rights of citizens to common use of public areas and land (i.e. Parks, transportation systems, etc.) without being burdened by the homeless vs same argument in point 1.a.
2. Obvsiouly these people all come different backgrounds with the majority suffering from drug addiction, untreated mental illness, lack of education (deterrent for advancing to higher levels of employment than jobs offering minimum wage), and such being the case as to how each's unique circumstances has led them to being homeless, so how do we improve our approach to addressing this plague on society? Charity? Government assistance programs?
3. How do we get the right and the left to work together to devise a solution? Is such an compromise even possible? Are we simply at a time of such divisiveness point that we can no longer as a country put the plagues of society above our inherent natural clinginess to tribalism?
Feel free to add to anything I've missed. I'm in no means the most well informed on the subject, but it's something I find interesting because I see certain complexities encapsulated which peaks my curiosity as to whether or not there's a practical way to address these concerns.

Darwinism
That’s what is missing today.
We cater to the dregs on society. Social Darwinism would fix a lot of problems. Don’t want to work? Starve.
Don’t want to work? Freeze outside in the rain
Don’t want to work? No meds for you.
If you are old or you are mentally or physically disabled, that’s different
But

The problem is they stopped putting crazy people in institutions. The left thought it would be more humane to put them on the street and give them clean needles

LIberal cities ( so just about every major US city) has rules in place to keep their progressive, lilly white citizens separated from the poors and colored folk

Well, for one, it's illegal to employ anyone in SF who has skills that are worth less than $15/hr. How are these people supposed to find work if they don't have any valuable skills and the government has made it illegal to perform unskilled labor at what it's worth?

This is a major point I've struggled with. Where do we draw the line between easing the suffering of people and letting nature do what it's been doing for all of life's existence? Are we just not technology advanced enough as a society to "fix" this issue?

Get government out of matters like housing and wages, and stop supplying services for homeless people

1. Address the opioid crisis by opening up more rehab clinics and halfway houses and by legalizing marijuana and cocaine.
2. Address the mental health crisis by reforming the health insurance/healthcare marketplace to reduce consumer market cost, use the savings to increase federal outpatient services, preferably using the existing VA system as a model.
3. Reform military service requirements, including a mandatory extra six months for enlisted servicemen to re-acclimate themselves into society. They would receive reduced pay and must attend bi-weekly check-ins. If they don't have a job, place to live, etc after 6 months, they would stay on contract for another 6 months and receive extra attention.
If you don't have a drug dependency or serious mental illness, and aren't a veteran that cannot integrate into society, the odds of you being homeless are miniscule and existing municipal/charitable endeavors can find and support you.

A percentage of the homeless, some say maybe a fourth have no interest in working for any amount of money. They do not want to be part of society and by most common measures are not mentally ill. It is a chosen lifestyle that has always existed, they were once called "hobos". About half of the homeless are mentally ill, drug addicts or both, how much having jobs available for that segment will help the situation is anybody's guess. The remaining 25 percent have truly suffered some type of life event that destroyed them financially and put them on the street. This group is the one that will benefit the most from transition programs that provide paths back to a normal working life.

You don’t leave half full buckets of stagnant water out on your patio for mosquitoes.
You don’t rub shite in a festering sore
Why would you give dope to homeless hippies and drug addicts?
If you give free housing to people in your neighborhood, what kind of person do you think is going to move there?
If you let just anyone in the country, what kind of person is going to come?
When you give away free shite, you create a shite collection system that is like a magnet for the most unwanted in society to flock to.
In the first 150 years of this country the government didn’t do anything but have insane asylums, orphanages and Tuberculosis hospitals.
We have ruined this country by giving all the social services we have. An entire group of people have lived generations on food stamps. People used to have to fend for themselves and this nation’s inhabitants was tough as nails due to it. Now it’s class warfare and give me free shite.

When they realize that govt services aren't going to come clean up their piles of shite they might figure out how to use the bathroom like civilized people do.
