What Happens During The Next Pandemic? Will The World Shut Down Again?

Now that it's been established that the Planet will shut down if a Pandemic occurs, any entity with nefarious intentions and access to biological items that can be weaponized should be licking their chops to wreak havoc.
You can blow shite up. Even the World Trade Center, The Pentagon and any number of major targets and the world moves on.
The Planet can't shut down every time people get sick.

If there is anyone with a brain left in D.C. we will immediately send anyone even somewhat involved in pandemic response to South Korea. We will then implement their policies here. South Korea had tests stockpiled and ready to go before they even had patient #1. They did this by getting the dumbass government out of the way and allowing private companies to develop tests before they even had a problem.

We have pandemics on the regular.
This is simply several orders of magnitude worse than most that we encounter.
Whatever the next one is, its unlikely to be nearly as bad-- and more monitoring that gets policy *ahead* of disease, is very likely to be in place.
