Well, the entire state of WEST Virginia was at one point part of Virginia until it seceded to form its own state.

I don't think Virginia at the time agreed with the original secession of West Virginia, but, there it exists today

I was going to go into a long dissertation about the right to secede and the Civil War. Suffice it to say if it was illegal for the South to leave it is even more illegal and Unconstitutional for West Virginia secede.

Take a look at a map, and draw an outline around all the contiguous to West Virginia counties where such a vote is likely to pass. Hold a simultaneous county level election in those counties.
If the ballot measure passes, then at a county level, with the assistance of the West Virginia state government immediately begin acting as if those counties belong to West Virginia. State taxes going to Charleston, Wva State Troopers patrolling the highways, opening WVa DMV locations so residents can get licenses and replate their cars. Initially, I would make that free for 90 days or something like that to make it a zero cost option for residents. I might even give all new West Virginia residents a one year state income tax exemption as a carrot. State level elected officials would immediately withdraw from the Virginia assembly and be invited to the West Virginia legislature.
As the saying goes, possession is 9/10ths of the law, and as the Dems have taught us over the past several decades, just doing things goes a long way towards getting them done.
Gut Virginia and leave Blackface Northam as the governor of a handful of Northern Virginia counties and an urban area or two.
If the West Virginia state government actually had a set big enough to get this done, heck, I think I would move there.
Or we could go back to business as usual, have a rally, go home, and live under Northman’s anti first and anti second amendment tyranny.

I’d welcome the newly minted South Virginia into the fold.
Would be redder than a drunk Irishman and a few more electoral votes wouldn’t hurt.

Article 4, Section 3, Clause 1
“no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.”
So counties leaving to form a new state called South Virginia is against the federal constitution without permission from both the Virginia legislature and congress....but that document is completely silent on the issue of part of an existing state joining itself to another existing state.
That’s why you have West Virginia move unilaterally to annex Virginia counties after a county level vote.

Idea: we allow PR as a state ONLY IF South Virginia also becomes one. That way the Senate is balanced out.
