You can expect a foreign government to act in their own interests. If it's in their interests to have one American president over another, they will try to influence the outcome that serves them. If in our system of government it's up to the executive office to police foreign interference in US presidential elections, there's something wrong with our system. That's a conflict of interest.

Hillary Clinton was part of an administration that actively participated in the Ukrainian coup in 2014, which directly threatened Russian interests and people who consider themselves to be Russian. Putin's disdain for Clinton should be obvious to anyone with a brain. But instead of examining why our own psychotic foreign policy may cause specific actions by specific actors, we reduce it to Cold War stereotypes and Russians are bad.
