To me it seems the IRS need not bother auditing taxpayers. The real fraud is anything and anybody receiving taxpayers money.

100%, there is already a work force in place, just redirect the focus from the earners to the exploiters, include auditing state governments. How is that a losing cause?

the ole cap and trade. Lets head to the east coast and their version RGGI, regional greenhouse gas initiative. The state of VA just rejoined with the new dems in charge.
Your power bill already includes a green initiative surcharge and an offshore wind initiative surcharge if you live in the state. Now they have added RGGI.
Your power company has to add a vast department to calculate what to pay to the state and negotiate it.
Your state has to add a department to negotiate with the power company.
RGGI has to have a huge company to monitor the process.
Your state adds a fourth department to decide how to spend the goodies. And they go to these nonsense programs mentioned in the OP. And guess what, since the power bills have gone up so much with these "transfer costs" the poor cant afford to pay it. Enter RGGI who raises the rates even higher to the power companies so they can pay a few bucks back to the poor who have seen their bills rise.
ALL OF THIS goes into your power bill as a "transfer cost".
But NY blames Trump's tariffs. Well if you would use the Marcellous under your feet and allow some gas lines, rather than buy from Canada, you would not have that problem.
NO its AI thats the problem. Well maybe if your state did not make sweetheart deals with no foresight probably so.
And look at Cali, all the surcharges imaginable and then they strongarm the power companies to make "donations" to "causes". So what happens, they cut repair and maintenance in those beautiful canyons, with roads the citizens dont want widened, surrounded by millions of dead trees the state wont clear.......and some overused and out of date transformers that blow. Then the fire trucks cant get into those beautiful canyons and voila blame the power company.
