Q level clearance is the highest level of top secret clearance, as I understand it.

Your clearance level is given to you based on your background investigation by the Office of Personnel Management. There are plenty of visitors to US Government facilities that have Q Level Clearances. Their badges will indicate their level of clearance so people know where they can and cannot be.
