Guess what? The woman in charge of Broward County election, Brenda Snipes, broke the law last year by destroying ballots. Politico did a story on it and agreed her actions were illegal.
This woman is STILL in charge of Broward elections.

How is this not a gross and criminal violation of State and National Electoral processes?
Why is this not all over national news right now? Just turned on FOX figuring at least they would be saying something... But just lawyers, court battles, recounts, corruption... but nothing on this story.

Okay, here is how we do it in Texas. At least, my county, Denton County, and I was an assistant election judge and was there from start to finish.
The equipment from the county shows up. included is a complete voting booth setup for handicapped. I mean, blind and/or unable to use hands.
Everything comes in a wire cage, and there were two locks on it. The judge had a key to one and I had a key to the other. It took both of us being there to open it up and set everything up and both of us being there to shut it down and secure eveything.
The equipment included were two iPads with custom stands designed to scan a license, ID or voter card, and these were connected to the Internet directly using a MiFi device and the service went directly to the county election headquarters. These ipads communicated to us if the voter was legit or needed to go somewhere else or if we needed to create a provisional ballot. There were ZERO ballots printed unless the person standing on front of me was approved to receive a ballot, so ZERO ballots available to be frauded.
Before any equipment was starting to issue ballots, each piece of equipment spits out a ballot issued report. It must say '0' to start the day and three witnesses sign an affidavit and the judge seals it in an envelope and it goes into the bag with the ballots sitting under all the ballots as they are issued and scanned.
These were scanned, and stored in a locked box. Again, two sets of locks and keys to access the ballots. When we completed the work, we had to take everything down and pack it up. The clerks helped. As we close the equipment, we print a ballots issued report on each printer, and three people sign an affidavit that it is correct. These are placed in a sealed envelope. Each piece of equipment has a USB thumb drive that stores all the information on ballots issued, and there is a thumb drive in the machine that scans the ballots. All of these are removed, with three witnesses in the process, and placed in a small bag, sealed zip tied with a numbered zip tie and kept separate from the ballots.
We never see the ballots after they are scanned. The bag with the ballots is pulled out and it immediately folds in on itself. We zipper it shut and then use a numbered zip tie to seal it.
All of the equipment is shut down, each stored in its own case, and that case sealed with a numbered zip tie. We load everything into the cage, lock it and seal it. A crew in a van (LIKE THE VAN IN THIS SERIES OF IMAGES) picks everything up. The supplies go in the same types of boxes, also, as shown in these images.
The zip ties are different numbers and colors for different items. Someone NOT trained might think it was haphazard, and yes, we also had them on a table behind where we were sitting in baggies, openly viewable where anyone who came behind where they weren't supposed to could take them, but they wouldn't be unseen and it wouldn't happen without police being called.
The judge takes the sealed ballot bag, the sealed USB drives, the sealed provisional ballots and the sealed final sign-off on ballot count to the county election center. At that center, each item is recorded as it is checked in, and signed by three witnesses; the precinct election judge, the clerk receiving them and a sworn county judge.
Back at the precinct, I wait for the van to show up and load everything. I sign a form and it's signed by two persons picking up the crate. That form lists every piece of equipment and the numbers of the seals. I get two copies, and mail one to the county elections office, where it is included in the record for the election, so that anyone can verify that these were the machines reported by the precinct judge when he took everything to the county.
It would be damned difficult to create any false ballots in Denton County and get away with it. I don't know their procedure in Florida, but it looks like the same type of transfer we did, to an extent.
