There are a few issues with it, but the cost of it is probably the smallest of the issues I have with it.

I have laid out this plan to replace Social Security and it gets paid back up to the 10 K but does not vast until you're 55 so everybody that dies before the money goes back but in one generation a husband and wife would have almost $2 million in savings by the time they're 55 or 60
Because of that you would also eliminate Medicare and Social Security within one generation
