Two calls on this.
1. It is a cocky amateur hit just trying to act like a pro. I suspect he made lots of mistakes he never thought of.

I hope this leads into them airing out all of his and his companies dirty laundry. I literally plot ways I can damage UNH every day of my life. I have a lot of relevant experience here, and this was not some high-level assassin. I can tell you that for a fact.
First of all, people that watch a lot of movies and TV shows but have no real-life experience think that there's all these professional assassins for hire out there running around with multiple clandestine kills to their name. In the real world, there are practically zero "professional hitmen" out there with multiple kills that have gone unnoticed and not caught. These days it's next to impossible to remain invisible long enough to become a "professional" killer.
Second, a true seasoned killer wouldn't have committed the act in those circumstances at all. There were multiple witnesses to both the murder and the escape, in an area with cameras everywhere. He casually walked in front of an idling vehicle without obscuring his face, and took no measures to obscure his race. A true killer with "know how" doesn't work in those circumstances at all, he studies his target and waits for the most vulnerability where he can remain invisible while giving the least amount of clues to his identity.
He also left casings and unspent rounds, and took multiple shots. A seasoned killer doesn't do either at this range/location.
I've been in federal law enforcement for about a decade now, and I've only seen maybe 2 instances out of hundreds where you could say it was a true professional that committed a murder. Real life isn't like the movies, you can't just talk to the most seedy dude you know to find a hitman willing to commit a murder in public.
I'd put my life savings on this being a disgruntled customer or family member of someone that got screwed over by his insurance company. His closest loved one probably died of a medical complication and he blames the insurance company that wouldn't cover the bills, etc.

But you're right about the gangs. NY doesn't want the coverage of that, because of their public view reputation. While city New Yorkers are just numb to it. These are people that just look the other way while women are openly being raped in subways.
Chicago is numb to it too. Inner city there, it's just another day in the life to them.
And all of them are just glad it's not them being put in a box. Or at least that's whhow it is here in the nastier parts of KC and STL.

It's a possibility. People do stupid things.
This is the part where the part of me who is a gun guy wants to argue. Where the part of me who lived on the state border from NY wants to argue.
But then there's the part of me that also knows people smuggle large amounts of guns (among with other illegal trades) into the blue coast without getting caught.
One pistol, mags, and a silencer, aren't hard to hide in a car. As far as not getting caught with them, well that's all due diligence in making sure your car and driving pass the test.
