That's the thing. It isn't. It is about OSHA's authority to carry out directives pursuant to that policy determination. There is a difference.
You can want it to be about efficacy of the vaccines all day, but that will not make it so.

If the vaccine protects you then why force others? You can’t blame the unvaxxed for variants since vaxxed spreads the disease too so it’s literally a choice of if you wanna take the risks or not getting it.
