My understanding is that was the rule until it was changed in 2018 by Nancy Pelosi, and that it had been in place for over 100 years. If it was a source of disruption, you would have heard of it before.

I think the Democrats will decide the republican speaker. I'll bet they allow enough votes to get McCarthy in. Better the speaker you can control than a surprise upset.
