The lower on an AR is serialized, but if it is only 80% complete, it does not have to have a serial number. You buy the 80% receiver, finish it yourself, and you have a completely legal un-serialized AR. You cannot sell it, or even give it away, if I remember correctly.

If they do destroy it you get the insurance you paid for it if any.
As is in what you agreed to. They always give you the option to insure anything for quite a large sum.
