Somebody once told me that if you don't play on the highway, it significantly reduces the chances of you getting hit.

How did the driver/car get on the highway if the police had shut it down? Imagine if that were for construction, and the driver circumvented the closure and took out construction workers? The charges he'll face are likely the same as he would face under that circumstance.
