The highway was "closed" because protesters had parked cars blocking it. "The high rate of speed" obviously means he was not going beyond the limit or they would have reported it, everyone on a highway is driving at a high rare of speed.
He wa not impaired and was driving a late model Jaguar.
He did drive up an exit ramp to get on the road, I'm guessing they had the on ramp blocked.
If he gets the trial moved to the Midwest....he walks...with a book deal and speaking engagements.

its time to start arresting people that block traffic and charge them with unlawful restraint and false imprisonment...

I can see doing that by mistake, if it's the wee hours of the morning and there's no traffic to let you know.
He would realize it when he sees the red reflectors and have to go the other direction.
