Our mission at those labs and at hundreds of similar facilities across the world is to properly secure the substances being studied/stored there.
No, we are not conducting super secret bioweapons research in Ukraine.

I never understood the fascination with Ukraine bioweapons. Makes very little sense for any nation to be doing their most secret and sensitive work in a war zone and on the doorstep with Russia.
Next, people will be asking if we landed on the moon or if some Americans destroyed the towers so that other Americans can be sent to Iraq for almost two decades.
